All these languages (.Net, Java, PHP, Python and Ruby on Rails) support all the security implementations. They are all the best programming languages and provide the best security features for developing secure website. Every programming language offers the different features so you can develop a website with anyone of them that offers you more security features to create static, dynamic and more secure websites with it

1. There is always an eye so there is nothing fully secured over internet. Also, security is not a trait of a language but implementation. You need to know about SSL implementations, XSS attack, CSRF etc. if talking about security.
